The photo has a black and white contrast; the white being the light projected on to a search of what looks like a terrified gentleman (center) in a running motion through a nearby street.
You can easily divide the photo into thirds vertically, both the edge sides(buildings) merging into a deeper depth of the background, there is also the gutter that runs from the bottom right third of the picture through until it blends to the background; this again invites the viewer towards the center of the photo.
The size of the gentleman in the center is the subject but is also described as powerless and scared.
The foreground of the photo is the gentleman's destination, the background is what he is running from and in between is where he is.. when your in between something you have that uncertainty feeling come about, I guess this gentleman is the reality of some nightmares we tend to have.

I see how the perspective in this picture is displaying a mixture of secondary shapes in the foreground and primary shapes in the background
I wonder if it's a screenshot from a movie, because of the movement we're seeing (with the man running towards the camera...)
Screenshots from films actually make for interesting photos too, especially if you're able to time it right and capture an image BETWEEN scenes/shots, two transparent images should hopefully appear, one over top of the other.
Next time you're using a media player on the computer you should try it, it might even give you a bit of inspiration for your next piece of work :)
